The Public Works Director reports directly to the City Manager and, depending on qualifications, may also serve as the City Engineer, City Traffic Engineer, and Flood Plain Administrator. In addition to managing the day-to-day operations of the Department, the Director is the City's representative on the Santa Barbara County Association of Governments Technical Transportation Advisory Committee (TTAC), the Regional Public Works Coordination Council, and the Multi-Jurisdictional Solid Waste Task Group. He/she also serves on the City's Environmental Review Committee and is responsible for managing the City's Tree Advisory Board, Downtown-T Business Advisory Board, and Carpinteria First Committee and is Chair of the Traffic Safety Committee. The Director is supported by 10 full-time staff including the Public Works Supervisor, Civil Engineer, Assistant to the Public Works Director, Public Works Engineering Technician, Environmental Coordinator, Maintenance Technician, Lead Maintenance Worker and Maintenance Workers, plus consultants and contractors as needed.

The Department of Public Works serves the community through a number of vital services and has primary responsibility for maintaining and operating public facilities. This includes maintenance and repair of streets and storm drains, watershed management, solid waste, sidewalks, pavement, street trees, bridges, public restrooms and buildings, and many other facilities. In a given day, Public Works staff can be seen trimming trees, repairing sidewalks, and assisting with City-sponsored events such as the California Avocado Festival, held every October. With a FY2017-18 operating budget of $7.8 million, the Department of Public Works reviews and approves portions of private development projects and manages the City's capital improvement projects.

THE IDEAL CANDIDATE

The ideal candidate will be a well-regarded public works professional who displays an impressive range of knowledge and experience in all aspects of public works operations, maintenance, and capital project management. Known for being a quick study, he/she will be well prepared to seamlessly assume oversight of a very active department and several complex capital projects in various stages of implementation.

As a member of the City's executive team, the Public Works Director will be a flexible and collaborative partner and colleague. He/she will be comfortable with managing change and have a history of contributing positively to modernization efforts that enhance efficiency and overall service delivery. The ideal candidate will convey a solutions-oriented approach to challenges and have the demonstrated ability to implement tools and practices that bolster efficient and responsive teams. 

The individual selected will be capable of working independently with minimal oversight or guidance. He/she will be a superior manager of people who takes pride in developing and mentoring staff to ensure their potential is maximized and departmental performance remains consistent and reliable. Previous experience working with represented employees will be considered favorably.

The ideal candidate will offer an impressive record of successfully managing multiple capital projects simultaneously. A consistent track record of delivering projects on time and within budget will be expected. Carpinteria's Public Works Director will be accustomed to assisting decision makers with project prioritization, short and long-term planning and assembling project funding that frequently involves multiple sources. In addition, he/she will exhibit sophisticated familiarity with pursuing and administering state and federal grants. General knowledge of flood plain management and FEMA-related disaster recovery support and funding will be considered favorably.

Carpinteria's Public Works Director must be a credible verbal and written communicator with superior interpersonal skills. An effective relationship builder, he/she will also be exceptionally adept at working with regional, state, and federal agencies and possess an admirable reputation as a highly reliable and professional colleague.

The individual will offer extensive experience with the selection and management of contractors and consultants. In-depth knowledge regarding the public bidding process combined with a successful history of attracting and selecting highly reputable experts and service providers is strongly preferred.

Minimum qualifications include seven (7) years of increasingly responsible relevant experience and at least three (3) years of complex management/supervisory experience.  Requirements also include a Bachelor's degree in an associated field and California registration as a Professional Engineer (PE) registration.  Experience in local government is highly desirable.  

The salary range for the Public Works Director goes up to $144,873 plus excellent benefits package.
